Can a Landlord Change the Locks Without Permission?

This is one of the most common questions we get asked as locksmiths. The short answer: no, a landlord cannot change the locks to prevent a tenant from entering the property while the tenancy is active. Doing so is a criminal offence under the Protection from Eviction Act 1977, known as an illegal eviction.

Even if rent is overdue, even if the landlord wants the tenant out — changing the locks to deny access is illegal. The only legal way to regain possession is through a court order.

Can a Tenant Change the Locks?

Tenants generally have the right to change locks for security reasons, but there are important conditions:

  • Check your tenancy agreement — some contracts specifically require landlord permission for any alterations, including lock changes
  • Keep the original locks — you should store them safely and reinstall them when you leave
  • Provide a key to the landlord — if your agreement requires it (most do), you must give the landlord a copy of the new key
  • Use a professional locksmith — DIY lock changes can damage the door, which you'd be liable for

When Should You Change Locks as a Tenant?

There are several legitimate reasons to change locks during a tenancy:

  • Safety concerns — if you've experienced domestic abuse or harassment, you can change locks immediately for your safety
  • Lost keys — if keys have been lost or stolen, changing locks protects the property
  • Previous tenant had keys — you don't know who has copies of old keys
  • Break-in — after a burglary, lock replacement is usually urgent and landlords should support this

Moving Into a New Rental — Should You Change the Locks?

We strongly recommend changing the locks when moving into any rental property. You have no way of knowing how many copies of the existing keys are in circulation — previous tenants, their friends, contractors, and others may all have copies. A simple lock change gives you peace of mind from day one.

Landlord Responsibilities

Landlords have a duty to ensure the property is secure. This includes:

  • Providing working locks on all external doors and accessible windows
  • Replacing locks that are damaged or failing
  • Changing locks between tenancies (strongly recommended but not legally required)
  • Responding promptly to security concerns raised by tenants

What About Shared Houses (HMOs)?

In Houses in Multiple Occupation, each bedroom should have a lock for the tenant's privacy and security. Landlords must provide this and maintain it. If your room lock is broken, your landlord is legally required to repair or replace it.
